J&K Law Minister discusses with Chief Justice designate about 3 lakh pending cases in Judiciary in J&K

Basharat Bukhari meets Chief Justice designate;  ‘Discusses augmentation of existing legal system, judicial infrastructure in JK for timely delivery of justice’

NEW DELHI, Nov 28: Minister for Law, Justice & Parliamentary Affairs, Syed Basharat Bukhari today called on Justice Tirath Singh Thakur, Chief Justice of India designate.

The Law Minister discussed with the Chief Justice designate varied issues pertaining to delivery of justice and augmentation of the existing legal system and judicial infrastructure including human resource in Jammu and Kashmir.

The Minister said that with around 3 lakh cases pending in various courts in J&K, it makes all the more important for State Government and the Courts to work jointly towards effective administration of justice. “Increasing the number of courts and judges at all levels is the first step towards achieving timely delivery of justice,” he said and added that development of good judicial infrastructure, including making the courts IT-enabled in the State is another priority area.

Bukhari sought the intervention and guidance of the Chief Justice Designate in the effective implementation of Centrally Sponsored e-Courts project in J&K for full computerization of the records. He said the massive damage caused to the judicial records including case files during September 2014 floods in Kashmir has necessitated the urgency of digitization of the judicial records in the State to safeguard the same in the eventuality of any future natural disasters.

The Minister also discussed with Justice Thakur the State Government’s proposal regarding setting up of a National Law University in J&K.

Pertinently, Justice Thakur, who is a son of the soil, is going to assume the office of Chief Justice of India on 2 December 2015 following the retirement of present Chief Justice, Justice H L Dutta.

Born on 4 January 1952 in Ramban area of erstwhile district Doda, Thakur got his initial education in Bhaderwah. He was enrolled as a Pleader in October 1972 and joined the chamber of his father Late D D Thakur, a leading political stalwart of his times.

T S Thakur was designated as a Senior Advocate in 1990. He was appointed as an Additional Judge of J&K High Court in 1994 and transferred as Judge of the High Court of Karnataka in March 1994. He was appointed as a permanent Judge in September 1995 and was transferred as a Judge of the High Court of Delhi in July 2004. He was appointed as Acting Chief Justice of Delhi High Court on 09.04.2008 and took over as Chief Justice of the High Court of Punjab and Haryana on August 11, 2008. He was elevated as Judge of Supreme Court and assumed charge on 17.11.2009.
