JAMMU,Nov 18: In a PIL, High court passed so many orders for status report of departmental enquiry’s but officers preferred to keep mum just to harass the innocents for promotions. In order dated April 4, 2014, followed by other, it was ordered to GAD to make complete disclosure with regard to the stage of enquiry’s, nature of charge, status of officers etc. but GAD officers remained casual.
It is pertinent to mention here that in the status report filed by GAD on July 1, 2015, it was informed regarding inaction by the concerned administrative departments in concluded departmental enquiry’s. It was concluded that stage of enquiry, reasons for delay be intimated to GAD within a weeks time and a show cause notice be issued to the enquiry officer for dereliction of duties.
It is also a matter of great concern to write that Government of its own choice promote/post the officers without outcome of DE/DA & keep some innocents under pressure for promotion for long pending DA on the fault of big bosses in the state.
It will be interesting to know regarding two Departmental actions recommended by Vigilance Department in 1992 & 1996 but officers were promoted without any departmental actions but one innocent in the same DA has been harassed for his promotion till date by the big bosses for the reasons known to them but who bothers in this state.
Vigilance vide No. CV-FIR-49/91 -J da-6303-04 dated 07-12-1992, CV-FIR-11/95-J- 2979-80 dated 18-04-1996, GAD(Vig)15-NOC/2003-RDD dated 11.12.2003 communicated for departmental actions against some officers. Reminders were issued vide dated 23.12.2004 dated 29.02.2005 and 9.04.2013 but the officers of the department slept on the files.
It is pertinent to mention here that some officers involved in the same case were promoted up to Super Time KAS, some retired but intelligent officers of the state after a long span of 22 years started acting on DA on only one officer, clearly speaks of vested considerations of the officers or just to harass the officer.
It is one more interesting matter to write here that however again an enquiry officer appointed by the department , enquiry officer again sat on the file for about six months and submitted the enquiry report in violation of Anti corruption court, High court and Apex court orders, showed his supremacy over all the Hon’ble Courts and speaks about the working of officers in J&K. It is also to mention here that big bosses in the administration, who are awarded IAS also did not bothered. Vigilance Organization of J&K also did not bothered to see that when said department is submitting departmental actions after 22 years for only one officer but what about others against whom departmental actions were recommended by the same office in the same cases.
