High Court asks govt to explain why IPS officers holding posts meant for IAS?

Hyderabad, Dec 01: The Telangana High Court has asked the state government to explain why senior Indian Police Service Officers have been appointed to important administrative posts meant for the Indian Administrative Service cadre.

Justice Surepally Nanda, who heard the matter, directed the Chief Secretary and the Principal Secretary of GAD to file counter-affidavits by December 10.

The court wants the government to clearly state the reasons and legal support for these appointments. 

The order came in response to a writ petition filed by Hyderabad-based lawyer and social activist. His counsel argued that the government had violated Central laws by issuing GO 1342 on September 26.

These laws, he said, define separate roles for IAS and IPS officers in state administration, and the government’s decision goes against this framework.

The petition pointed out three key appointments that raised concern.

IPS officer Stephen Ravindra is serving as Commissioner of Civil Supplies and Ex-Officio Principal Secretary. IPS officer Shikha Goel is posted as Director General, Vigilance and Enforcement, and Ex-Officio Principal Secretary, GAD. Former Hyderabad Police Commissioner CV Anand has been appointed as Special Chief Secretary, Home Department.
