Jammu, Dec 01: No doubts, so called JMP of 2032, which was notified in March 2017 was having too much lacunas by which so called competent teams of CTP/STP's etc, who soever signed it created harassment for innocents by using "Pick & Choose" but bosses of H&UDD despite knowing the facts did not acted on defaulting CTP & his team raised some doubtful questions?
If CM being H&UDD Minister wanted to act in a positive way to streamline the system & to have a check on so called CTP/STPs, can order enquiry on a report submitted by then VC JDA Pankaj Mangotra to then Pr Secretary, Dheeraj Gupta vide No. JDA/CTP/000176/388 dtd.1.10.2022 over a proved illegality committed by then CTP of JDA, the boss Jagdish Hans & his team on rejection of a BP Case vide No. CTP/JDA/BPC/1039-41 dtd 02.02.2021 , which on other side is a proved case of "Woman Harassment" & adoption of "Pick & Choose"?
It is to mention here that in the report, malafadies of CTP Section of JDA & then VC can easily be detected & proved that VC had himself countered the rejection reasons of his CTP & his incompetent team as it stands questioned & rejected by then CTP of Town Planning Organization, Jammu vide No. CTPJ/JMP/2021-22/1774 dtd 09.03.2022 as were called by the VC JDA but to harass the applicant, the boss VC added that the "BP Case cannot be processed as a "Proposed Road Passing Through The Plot? However, his observation, itself raised question of doubtful integrirty on his part because despite spot visit he did not acted on illegal constructions allowed by JDA on the same proposed road & nearby to to the said spot, clearly speaks of vested considerations on the full team?
However, a complaint was file to Lt Governor over the harassment & following which LG Office sought a report over the issue vide letter dtd. 27th Jan 2023 followed by reminders dtd. 28th March, 2023 and No. LGS-28(ASAK)/2023/1581 dtd 16th May 2023 following which present Comm/Secretary, called applicants husband, Bhawani Rakwal, the VC JDA & Mr Ravinder CTP of JDA in her office chambers to resolve the issue.
During discussions, it was clarified that BP Case was wrongly rejected & as years has lapsed & proposed road issue is no where & VC observation on proposed road is not justified & complaint was disposed by Comm/Secretary with directions to VC/CTP to clear the BP Case as per norms but in the meanwhile VC was transferred , charge of CTP was assigned to another, who was part of team of rejection committee & strange after waiting for years when an application dtd 6.10.2025 was filed to present VC JDA with the facts & illegality's committed by JDA, but the boss CTP, JDA, Mr Ravinder, who was the part in meeting in Secretariat with Comm/Secy. sent a letter to applicant dtd. 27.11.2025 with the observations that "Said Permission has already been rejected" raised some more questions of incompetence on his part needed to be enquired by going through the full story of the case, otherwise such officers are dangerous for department for causing harassment to general public for their genuine works?
However, Today H&UDD notified amendments in UBBL-2021, which was issued just 04 years back but sleeps on revised JMP-2032 , which was issued in March 2017 & with lot of shortfalls by which harassment is being caused by such like CTP/STP's, who are otherwise fit cases as deadwoods for losing their utility in the administration?
