Jammu, Dec 01: Jammu Master Plan of 2032, which was notified in March 2017 was having too much issues by which teams of CTP/STPs created harassment for innocents by using "Pick & Choose".
J&K government can enquire the report submitted by then VC JDA Pankaj Mangotra to then Pr Secretary, Dheeraj Gupta vide No. JDA/CTP/000176/388 dtd.1.10.2022 over a proved illegality committed by then CTP of JDA, on rejection of a BP Case vide No. CTP/JDA/BPC/1039-41 dtd 02.02.2021 with wrong observations, which were/are nowhere in Master Plan of 2032.
Then VC had himself countered the rejection reasons of his CTP in the said report & his incompetent team as said observations has been questioned & rejected by then CTP of Town Planning Organization, Jammu vide No. CTPJ/JMP/2021-22/1774 dtd 09.03.2022 as these were called by the VC JDA but to harass the applicant, the boss VC added a new term & condition by overrulling CTPs terms of rejection in violations that the "BP Case cannot be processed as a "Proposed Road Passing Through The Plot? But he did not acted on other buildings constructed in the same "Proposed roads" constructed illegally & without BP cases raised lot of questions followed by "Corruption" on JDA as a whole?
However, a complaint was filed to Lt Governor over the harassment & illegal act of VC & CTP, JDA on harassment on so called "Proposed Roads" which never notified not constructed but BP cases being rejected by quoting "Proposed Roads" but allowed constructions illegally without BP cases causing loss to Govt as BP fee & other related matters & following which LG Office sought a report over the issue vide letter dtd. 27th Jan 2023 followed by reminders dtd. 28th March, 2023 and No. LGS-28(ASAK)/2023/1581 dtd 16th May 2023 following which present Comm/Secretary, called applicants husband, Bhawani Rakwal, then VC JDA & Mr Ravinder CTP of JDA in her office chambers to resolve the issue.
During discussions, it was clarified that BP Case was wrongly rejected & as years have lapsed & proposed road issue stands no where & VC's observation on proposed road is not justified & complaint was disposed by Comm/Secretary with directions to VC/CTP to clear the BP Case as per norms but in the meanwhile VC was transferred , charge of CTP was assigned to another, who was part of team of rejection committee & strange after waiting for years when an application dtd 6.10.2025 was filed to present VC JDA with the facts & illegalities committed by JDA, but the new boss CTP, JDA, Mr Ravinder, who was the part in meeting in Secretariat with Comm/Secy. sent a letter to applicant dtd. 27.11.2025 with the observations that "Said Permission has already been rejected" raised some more questions of incompetence on his part needed to be enquired by going through the full story of the case.
However, H&UDD/JDA has done nothing till today over the observation of CTP, TPO in letter dtd 09.03.2022 wherein he had mentioned that " Bye Laws for the same has not been mentioned in JMP-2032". It is strange to mention that incompetent officers , who rejected BP Case in violations instead of punishment awarded with promotions, speaks how Govt is working as a whole to help, those who harass public. `
However, Today H&UDD notified amendments in UBBL-2021, which was issued just 04 years back but revised JMP-2032 still awaited, which was issued in March 2017 .
