Jammu, May 11: In O.A./581/2025 (JAMMU) titled KHAWAR JAHANZEB Vs GENERAL ADMINISTRATIVE DEPARTMENT after hearing CAT ordered as under:-

Briefly stated, the applicant's case is that the applicant qualified the preliminary examination in pursuance of notification No. 04- PSC (DR-P) of 2024 dated 26.07.2024 issued by Jammu & Kashmir Public Service Commission for the Jammu & Kashmir Combined Competitive (Preliminary Examination) 2024 for filling up ninety posts and despite the applicant having submitted a valid Resident of Backward Area (RBA) certificate, to which he belongs, before the cut off date i.e. 21.08.2024 as mentioned in the aforesaid notification dated 26.07.2024, the online forms submitted by the applicant in terms of notification No. PSC/Exam/2025/02 dated 17.04.2025 under the Jammu & Kashmir Combined Competitive (Mains) Examination 2024 have not been accepted for his appearance in the Mains Examination, purportedly, as per Clause 5(i) of the aforesaid notification dated 17.04.2025, whereby the last date of possessing the valid requisite category certificate stands extended to 02.12.2024.
3. It is submitted that Respondent No. 2 may be directed to allow the applicant to appear in the Jammu & Kashmir Combined Competitive (Mains) Examination 2024 under RBA category pursuant to aforesaid notification dated 17.04.2025.
4. Issue notices to respondents. Mr. Sudesh Magotra, learned A.A.G. and Mr. F A Natnoo, learned counsel appear and accept notices on behalf of Respondent No. 1 and Respondent No. 2 respectively.

Having regard to the case setup, coupled with the submissions made at bar, the respondents are directed to allow the applicant to appear in the selection process of Jammu & Kashmir Combined Competitive (Mains) Examination, 2024, by accepting his form for appearance in the Main Examination, at his own risk and responsibility, without any rights flowing out of his mere appearing in the selection process.
