NEW DELHI, Mar 29: As per the  new guidelines of The All India Council for Technical Education (AICTE), engineering colleges across the country will have to refund the fee collected from the students in case students opt not to join the course or choose to leave it midway.

The new norms and guidelines also direct the institutes not to withhold the school/institute leaving certificates of students.
