Veeri for simplification, timely completion of property mutations

JAMMU, MARCH 6: Minister for Revenue, Relief Rehabilitation and Reconstruction Abdul Rehman Veeri today stressed on the officers for simplification and timely completion of land mutations.

“Land mutations should not be cumbersome process for public. Revenue officials should facilitate the process effectively while Deputy Commissioners and SDMs should take periodical review of land mutation process in their respective areas to avoid unnecessary pendency of cases at any level,” he said.

The Minister was speaking at a high level review meeting of the Revenue Department of Jammu division here.

The meeting was attended by Financial Commissioner Revenue Lokesh Jha, Commissioner Secretary Revenue Mohammad Ashraf Mir, Divisional Commissioner Jammu Pawan Kotwal, Commissioner Survey and Land Records Shahid Inayatullah, Deputy Commissioners of Jammu division, Regional Directors Survey and Land Records of Jammu/Udhampur/ Rajouri and Doda. Assistant Commissioner Nazool Jammu, ACRs and Collectors of Land Acquisition were also present at the meeting.

Veeri asked the officers to make public delivery system efficient in their areas and have regular meetings with all the departments in their jurisdiction. “Deputy Commissioners, Tehsildars have key role in ensuring proper functioning of other departments as well. People have lot of expectations with these offices and always knock their door in case of lack of any service in health, education, Public Distribution System (PDS) and Roads,” he asked the officials while impressing on them to ensure betterment of public delivery systems in their respective areas

Mr Veeri sought suggestions from the officers regarding the improvement of the overall functioning of the department for public benefit and issues confronting them at various levels of administration.

The Minister also sought status of land acquisition process in various projects including National Highway, Road Projects under PMGSY, NABARD, PWD, BRO, BEACON, SAMPARK and others.

Veeri also sought progress of land acquisition process for Ring Road Jammu/Samba, AIIMS Samba, Medical Colleges of Doda, Kathua and Rajouri and laying of transmission lines.

He also asked the officers to form citizen councils and setup nodal agency for formulation of Below Poverty Line (BPL) beneficiaries’ data which can be used by all the departments.  

Divisional Commissioner Jammu Pawan Kotwal, apprised the Minister about the functioning of the department through a power point presentation.

Regarding the Public Delivery system, Kotwal informed the meeting that Deputy Commissioners have dedicated Tuesday and Thursday for listening public grievances and also setup public grievance redress camps at far off places. He also said that public services are provided within the stipulated time under PSGA.

 He also presented an overlook of the implementation of the prestigious Digital land Records Modernization Programme worth Rs 375.00 crore in the state. “Digitization of revenue record is going on in Central record Room Jammu and so far more than 2.40 lakh documents have been scanned,” he informed the minister.

Regarding the Disaster Management Preparedness, the Minister was informed that Emergency Operation Centers (EoC) have been setup in all the districts and land has been identified for setting up of stores for EOC in each district.
